The present invention relates to a skin external application composition comprising an extract of a Glycyrrhiza uralensis and Paeonia lactiflora mixture as an active ingredient to relieve stimulation and inflammation of skin and, more specifically, to a composition capable of relieving skin stimulation due to various external toxic substances, and inhibiting inflammation by further including one or more medical herb extracts selected from Paeonia lactiflora, Angelica gigas, Rheum palmatum, Aralia continentalis, Angelica dahurica, Lycopus lucidus, Schizonepeta tenuifolia, and Phellodendron amurense in the Glycyrrhiza uralensis and Paeonia lactiflora mixture. According to an embodiment of the present invention, the skin external application composition minimizes side effects by using a natural extract; detoxifies and discharges toxins by increasing expression of NQO1, which detoxifies external toxins, and GSTT1 which discharges the toxins; and protects skin by increasing expression of hBD3 which is a natural immunity factor. The skin external application composition relieves the skin stimulation and the inflammation by inhibiting IL-6, IL-8, TNF-α, etc. which are cytokines generated by ultraviolet rays and inhibiting yellow dust, heavy metal included in the yellow dust, and NO due to air pollution substances. According to the present invention, the skin external application composition has an excellent antioxidant effect.
