Provided are a traffic signal control system considering a vehicle in a dilemma zone, and a method thereof. The traffic signal control system considering a vehicle in a dilemma zone measures and collects the speed and a position of a vehicle approaching an intersection by using an image and radar complex detector which is easy to maintain and has a high detection rate, can determine whether an accessing vehicle is in a dilemma zone based on the collected data to adjust a signal time, can improve a traffic signal operation of an intersection to reduce an unnecessary delay of the vehicle that occurs at the intersection, can prevent a car accident at the intersection in the dilemma zone, and can be easily applied to a local traffic intersection where the speed of a vehicle accessing the intersection at which a dilemma zone car accident is likely to occur is high.;COPYRIGHT KIPO 2017
