The present invention relates to an electronic attendance management system using a smartphone and an electronic attendance management method. The present invention comprises: an OTP code generator (10) outputting a random number, generated by a set formula in accordance with an inputted unique number, through NFC or QR code; a server (20) installed in a management part of an organization to provide lecture information in accordance with the unique number; and a smartphone (30) receiving the lecture information corresponding to the unique number from the server (20), and generating a random number in accordance with the execution of an application, and then, determining whether the random number matches the random number of the OTP code generator (10), and transmitting a result of the determination to the server (20). As such, a code is continuously updated with OTP through NFC and QR code, and the NFC and the QR code are also updated at regular time intervals, and thus, students are not able to commit illegal attendance in a different place, and also, as a communication module is not necessary, costs for the maintenance of the system are reduced, and thus, the present invention is economical.
