The present invention relates to a system and a method of estimating a road congestion level based on traffic density and, more specifically, relates to a system and method of estimating a road congestion level based on traffic density wherein traffic density is collected using probe vehicles, and a road congestion level of a road network estimated in accordance with the collected traffic density. According to the present invention, the system comprises: a traffic density collection device installed in a probe vehicle, detects nearby vehicles during driving of the probe vehicle, collects traffic density, and calculates a local road congestion level of a road network; and a traffic management center which collects locations of the probe vehicles and the local road congestion levels from the traffic density collection devices installed in the probe vehicles, integrates them for each section of the road network, and calculates the entire road congestion level.
