The present invention relates to a hydraulic binder using a dry and slow-cooling steel slag based on calcium silicate and calcium aluminate (CA-CS) in a secondary refining process. More specifically, the CA-CS-based steel slag slowly dried in the air with Al_2O_3 content can be mixed with gypsum to have hydration characteristics for preparing the hydraulic binder. According to the present invention, the hydraulic binder using a dry and slow-cooling CA-CS-based steel slag uses a mixture of gypsum and the CA-CS-based steel slag slowly dried in the air with Al_2O_3 content to have the hydration reaction characteristics for hydraulicity and ettringite formation characteristics for strength development, thereby being used as a cementitious material while contributing to the enhancement of the utilization of steel byproducts.
