The present invention relates to a hydraulic binder using dry type slowly-cooled calcium aluminate(CA)-calcium silicate(CS) based steelmaking slag of a secondary refining process and, more specifically, to a hydraulic binder using dry type slowly-cooled CA-CS based steelmaking slag, in which gypsum is mixed with the CA-CS based steelmaking slag slowly cooled in the air and including Al_2O_3 content to realize hydration characteristics. According to the present invention, the hydraulic binder using the dry type slowly-cooled CA-CS based steelmaking slag mixes gypsum with the CA-CS based steelmaking slag slowly cooled in the air and including Al_2O_3 content and thus, provides the hydration characteristics for hydraulic properties and ettringite generation characteristics for realizing strength, thereby providing excellent effects of being used as a cement-based material and promoting utilization of steelmaking by-products.
