The present invention relates to a reducing agent used for a hair permanent wave. The reducing agent comprises: (a) 50 to 70 wt% of a moisturizing agent selected from the group consisting of dipropylene glycol, 2-methyl-1,3-propanediol, butylene glycol, isoprene glycol, pentylene glycol, hexylene glycol, propylene glycol, and glycerin; (b) 23 to 30 wt% of 2-mercapto4-butyrolactone; and (c) a remaining amount of an additive. The reducing agent does not use water, and is mixed with a hair treatment agent to be applied to hair when the hair is treated. The reducing agent of the present invention can be added to a general hair permanent wave reagent and a treatment agent. An excellent curl is provided even in a neural or weak acid environment, and a hair permanent wave can be performed even on damaged hair. Also, damage is not applied to hair during a hair permanent wave, and at the same time, occurrence of unpleasing smells is prevented during an operation. Thus, satisfaction of an operator can be improved, and hair silkiness can also be performed for damaged hair. Moreover, water is not included according to the present invention, and thus excellent chemical stability and long-term storing properties are ensured.
