The present invention relates to an LCD-mixed low-alkali cement concrete binding material composition, a production method thereof, and a concrete structure comprising the composition and, more specifically, to an LCD-mixed low-alkali cement concrete binding material composition which can suppress an alkali-silica reaction by including LCD waste glasses and fly ash when compared with a case that conventional waste glass sludge is mixed in the general cement concrete binding material composition, and can have more increased compressive strength and a concrete structure comprising the composition.
