Provided are an apparatus and a method for evaluating reliability of a control system. The apparatus for evaluating reliability of a control system comprises: a test signal providing and data obtaining unit which provides a test signal to the control system and obtains data output from the control system depending on the result that a control simulator copies a dynamic move for the object to be controlled in the control system based on a test scenario for the control system in a nuclear power plant; an operator finger controller copying the operation of an operator for the control system; a driving operation driver providing drive force to the operator finger controller based on the test scenario for the control system; and a reliability evaluator evaluating the reliability of the control system based on the pattern of a test result obtained through the test signal providing and data obtaining unit.
