The present invention relates to a CCTV illegal stopping and parking vehicle regulating system by tracking a moving vehicle. To implement this, the present invention controls a vehicle which stops and parks in a blind spot covered by an adjacent vehicle or an obstacle by processing the moving, stopping and parking, and entering of the vehicle by connecting to a license plate number before the vehicle enters a stopping and parking prohibition area with regard to a plurality of vehicles, at the same time. The present invention includes a camera for recognizing a license plate number, an omni-directional tracking camera for transmitting a vehicle image, a regulation camera for transmitting a regulation image, a license plate number recognition module which recognizes the license plate number, a vehicle tracking module which tracks and extracts a moving object by receiving the vehicle image, a position calculating module for tracking the movement of the vehicle, and a regulation progressing module for transmitting the regulation image to a database of a regulation server.
