A process for preparing a hydrogel gel scaffold using electrospinning and a hydrogel gel scaffold prepared thereby are provided. Specifically, a water-soluble gel scaffold can be formed by electrospinning an aqueous solution containing a hydrophilic polymer to form a polymer nanofiber having a three-dimensional structure, and then adding a cross-linking inducing agent to the polymer nanofiber. The scaffold prepared by the manufacturing method of the present invention can maintain the transparency of the hydrogel having high voids by using electrospinning and is suitable for three-dimensional cell culture and microscopic observation.;
