An electrode catalyst for anion exchange membrane water electrolysis comprising a carbon material and nickel plated on the carbon material, wherein the nickel part is substituted with platinum, and the hydrogen generating reaction activity is increased compared to that before platinum substitution by the platinum substitution, A method for producing the same, and an anion exchange membrane water electrolysis apparatus using the same. The electrode catalyst for water electrolysis of nickel anion exchange membrane coated with a very small amount of platinum has excellent hydrogen generation reaction activity and has a thin catalyst and easy movement and high catalyst utilization. The hydrogen bubbles generated during the generation reaction and the oxygen bubbles generated during the oxygen generation reaction are easily discharged, and the production cost is low, which is economical.
