The present invention relates to a system to evaluate a degree of compaction of soil using time domain reflectometry (TDR) and a hardness measuring device; and a method of evaluating the degree of compaction of the soil using the same. The system to evaluate the degree of compaction of the soil comprises: a TDR system, the hardness measuring system, and an evaluation device. The TDR system comprises: a probe unit installed in the soil; a waveform generation unit generating a waveform using the probe unit; and a first data obtaining unit receiving a first reflective signal from the probe unit. The hardness measuring device comprises: a shear wave generation unit and a compression wave generation unit, individually generating a shear wave and a compression wave by being installed in the soil; and a second data obtaining unit receiving a second reflective signal by the shear wave and the compression wave. The evaluation device evaluates the degree of compaction of the soil by calculating the hardness of the soil, dry density of the soil, and a moisture content by weight of the soil based on the data obtained in the TDR system and the hardness measuring device.;COPYRIGHT KIPO 2017
