The present invention relates to an early earthquake alert system. According to the present invention, to settle the issues of the conventional early earthquake alert systems wherein an erroneous alert is generated since the position of an epicenter is incorrectly determined by performing an earthquake analysis by misunderstanding an information triggered by another cause different from an earthquake event as an earthquake event, the method comprises: a step of calculating the difference value between an observed time of a triggered observation station and a seismic wave travel time calculated from a determined epicenter position; a step of calculating a standard deviation with the average as the reference; and a step of removing the information of an outlier observation station, which exceeds an average error distribution of the triggered observation station, from an earthquake event determination list by using the average difference and the standard deviation to redetermine the epicenter position. Accordingly, the present invention is able to determine a more precise and reliable epicenter position than before. As such, the present invention improves accuracy by using the removal of outlier of the triggered observation station, which is made to reduce an erroneous alert of the early earthquake alert system.
