The present invention relates to a structure performance prediction system in order to establish a strategic maintenance plan and, more specifically, relates to a system which quantitatively estimates performance of a structure, predicts performance of the structure on the basis of the quantitatively estimated performance of the structure, and strategically establishes a maintenance plan including repair and reinforcement of the structure. The structure performance prediction system comprises: a performance evaluation module (110) which quantitatively evaluates performance of the structure; a performance prediction function deduction module (120) which deduces a performance prediction function capable of predicting performance of the structure in the future on the basis of the performance of the structure quantitatively evaluated by the performance evaluation module (110); and a maintenance plan establishing module (130) which deduces a maintenance plan of the structure including repair and reinforcement periods as well as repair and reinforcement items of the structure to maintain the structure more than a minimum performance requirement level to a target life, on the basis of the performance prediction function for the structure deduced by the performance prediction function deduction module (120), the current performance of the structure, the minimum performance requirement level, and the target life data.
