The present invention relates to a ground reinforcing apparatus using a prestressed stiffener which maximizes a restricting force with respect to displacement of the ground; thereby preventing an accident due to falling rocks due to a collapse or sliding of the ground. According to an embodiment of the present invention, the ground reinforcing apparatus using the prestressed stiffener comprises: a stiffener, a traction part, an expansion part, and a fixated part. The stiffener has a first screw thread formed on an outer circumference of a front end thereof and has a second screw thread formed on the outer circumference of a rear end thereof. The traction part has a coupling member having a third screw thread formed on an inner circumference of a front side thereof to be coupled to the second screw thread through a screw; has a sawtooth type-multistage expansion guide member formed on a rear side thereof having a conical shape; and has a fourth screw thread formed on the outer circumference between the coupling member and the sawtooth type-multistage expansion guide member. The expansion part is positioned outside the sawtooth type-multistage expansion guide member, and has a multi-expansion sawtooth groove formed on the inner circumference thereof in such a manner to be expanded in a multi-stage as approaching from the front side to the rear side and in contact with the sawtooth type-multistage expansion guide member, and has a plurality of grip protrusions formed on the outer circumference thereof to protrude in a direction of the fourth screw thread and inserted and fixated to an insertion hole. The fixed part has a fifth screw thread formed on the inner circumference thereof to selectively be coupled to the fourth screw thread through a screw in a state where the traction part penetrates the inside thereof to be positioned, and is connected by the sawtooth type-multistage expansion guide member and a connector.
