The present invention provides a method of constructing an earth retaining and permanent wall using a pre-stressed high-strength concrete (PHC) pile and a steel pile together such that a concrete placing works for stable performance when constructing a wall. According to a preferred embodiment of the present invention, the method of constructing the earth retaining and permanent wall using the PHC pile and the steel pile together comprises: (a) a step of repeatedly embedding at least two PHC piles and one steel pile into each perforated hole in a perforated arrangement direction after perforating the hole in the ground and cutting and arranging each head part of the piles; (b) a step of performing grouting with a waterproof material (18) to install the waterproof material on a retaining wall; (c) a step of placing front end connection materials, which are also used as a furring strip supporter having each furring strip installed in a corresponding position per predetermined height, and connecting a strut to a corresponding furring strip; (d) a step of constructing a bottom slab by placing concrete on a bottom surface of an excavated part to have a predetermined thickness; (e) a step of holding a flat tie holder by each of an upper and lower front end connection materials as a furring strip supporter to horizontally be installed to vertically be arranged; (f) a step of installing a mold for a wall; (g) a step of installing a wall; (h) a step of repeating steps (e), (f), and (g) sequentially in an upper direction to construct a permanent wall of an underground structure.
