The apparatus comprises a housing configured as a set of separate pairs of alternating loops structurally interconnected flexible conductive and dielectric elements. In this unit displays each circuit on the one hand electrically connected to the flexible conductive member, and the other - mechanically fixed flexible dielectric element and electrically connected to data conductor circuits, the common conductor is electrically connected to a flexible conductive member, the number of pairs of alternating loops selected from coverage conditions are not less than half the circumference of the conduit.
