A system in accordance with the principles of the present disclosure includes model predictive control (MPC) and an actuator module. The MPC module generates a set of possible setpoints for an actuator of an engine and predicts an operating parameter of the engine for each of the possible setpoints. The MPC module determines a weight value associated with each of the setpoints based on a corresponding iteration count and determines costs for the set of possible setpoints based on the predicted operating parameters and the weighting values.
