Solutions for assigning bit rates to multiple digital video streams. Digital video data streams may be assigned bit rates by allowing any digital video unit transported through the digital video data streams to be a member of a set of digital content that is limited by a sum of bit rates assigned to members of the set. For this purpose, a first set of bit rates to be assigned to a respective one of the digital video data streams is determined. Thereafter, a second set of bit rates to be assigned to a respective reusable digital video unit occurring in two or more of the digital video data streams is determined. This may be accompanied by the lowest bit rate assigned to each shared digital video unit being identified across the two or more bit rate pools. A remaining bitrate allocation is assigned to the non-shared digital video units in the digital video data streams.
