The present invention relates to a method of producing a bio-oil, in which torrefaction and rapid pyrolysis processes are used, which includes (a) introducing a target raw material into a torrefaction apparatus and torrefying the target raw material; (b) pulverizing the torrefied raw material in a sample pulverizer; (c) rapidly pyrolyzing the pulverized and torrefied raw material in a circulating fluidized bed reactor; and (d) condensing a gas obtained by the rapid pyrolysis to obtain a bio-oil, and by which a bio-oil having a low moisture content rate and a high heating value is finally produced.
