The passage has a chamber (22) including a lockable aperture that connects the chamber with an upper water side (18) and a lower water side (20) of a shut-off structure (12). A turbine (40) includes an inlet (40a) and an outlet (40b), and first inlet part (44) connects the upper water side with the inlet of the turbine, and an outlet part (46) connects the outlet of the turbine with the lower water side. Second inlet part (48) connects the chamber with the inlet of the turbine, and a switch unit (52) selective controllably releases and locks the inlet part. Independent claims are also included for the following: (1) a hydro-electric power plant (2) a method for operating a fish passage of a shut-off structure in running water (3) a kit for re-tooling a shut-off structure in a running water.
