An electromechanical actuator (17) to operate a using device of an internal combustion engine (1) comprising a housing (29) made through a lower element (30) and holding a closed seat (35) provided with a symmetry axis (X) and a lid (31) provided with a through opening (52); a shaft (39) coaxial to the symmetry axis (X) and comprising a lower portion (40) engaging the seat (35); and an electric motor (55) which, by means of a transmission, rotates the shaft (39) and is housed in the lower element (30); and a tubular bushing (49) coaxial to the symmetry axis (X) and interposed between the lower portion (40) and the seat (35); in which the shaft (39) is led through an upper segment (44) projecting from the through opening (52) to operate the using device.
