PROBLEM TO BE SOLVED: To provide a safety confirmation information providing apparatus, a portable terminal, a safety confirmation information providing method and a program that can provide user safety information quickly and easily after a disaster occurs.;SOLUTION: A safety confirmation information providing device 2 is capable of communicating with a portable terminal possessed by a user. Position information acquisition means 2011 acquires position information of the portable terminal. Emergency breaking report receiving means 2012 receives an emergency breaking report. Determination means 2014 determines a safety of a user possessing the portable terminal on the basis of a history of the position information before and after a time when the emergency breaking information was received by the emergency breaking report receiving means 2012.
