PROBLEM TO BE SOLVED: To enhance sound quality by using a high sampling rate and to suppress a load by enhancement of the sound quality.;SOLUTION: An effect imparting device converts analog voice information inputted from a voice input section into digital voice information, and imparts effect to the digital voice information.
