PROBLEM TO BE SOLVED: To provide an action planning support system capable of supporting planning of an action while reflecting respective preferences of a plurality of participants.;SOLUTION: An action planning support system 1 includes a common preference recognition unit 31, a specific participant preference recognition unit 31, and an action plan creation unit 31. On the basis of preference information 3217, the common preference recognition unit 31 recognizes a common preference that is common to some participants (see STEP 324 in FIG. 9). On the basis of the preference information 3217, the specific participant preference recognition unit 31 recognizes preferences of participants (specific participants) not having the common preference (see STEP 326 in FIG. 9).
