To provide an interaction plan creation support device which supports a plurality workers in simultaneously creating an interaction scenario in a decentralized parallel manner.SOLUTION: In an interaction plan creation device 1, an interaction plan creation support device 10 is configured to support creation of an interaction plan consisting of subject utterance from a system to a user, a user's response from the user to the system, and reception utterance from the system to the user and including information on a transition destination of a next interaction plan, and comprises: an interaction plan database 14 which stores interaction plans; a communication unit 13 which communicates with an operator terminal 20 through which an operator creates and inputs an interaction plan; and a control unit 12 which transmits a creation support screen for an interaction plan to the operator terminal through the communication unit 13, receives data on the interaction plan input on the creation support screen, and stores the received data on the interaction plan in the interaction plan database 14.SELECTED DRAWING: Figure 1
