PROBLEM TO BE SOLVED: To provide facilities for users receiving communication services.SOLUTION: A common use processing unit generates common use management data associating line numbers of a plurality of radio communication channels belonging to the same group sharing communication capability. A residual management unit identifies the line numbers belonging to the same group from the common use management data, calculates the total residual by adding up residuals within an expiry date indicated by residual management data on each of the identified line numbers, and transmits communication permission information indicating whether or not communication is permitted for the identified line numbers to a communication control device on the basis of the total residual.SELECTED DRAWING: Figure 10
