PROBLEM TO BE SOLVED: To provide a design plan generation apparatus in which an appropriate mechanism element is selectable for a motion desired by a user.;SOLUTION: A design plan generation apparatus 1 comprises a storage part 11, a user locus data acquisition part 31, a cluster search part 34, a design plan generation part 35, and a design plan output part 36. The storage part 11 stores registered locus data indicating a locus of a point of action and a mechanism element realizing the locus of a point of action according to rotation of a main spindle in association with a cluster indicating a division of the locus of the point of action. The user locus data acquisition part 31 acquires user locus data indicating a user locus, which is a locus input by a user. The cluster search part 34 searches a cluster corresponding to a division of the user locus. The design plan generation part 35 optimizes a measurement of the mechanism element associated with the found cluster so that the locus of the point of action associated with the found cluster resembles the user locus, and generates a design plan.
