PROBLEM TO BE SOLVED: To provide a low-repulsive polyurethane foam capable of suppressing an increase in hardness in a low temperature region.;SOLUTION: A low-repulsive polyurethane foam is produced by an operation of reacting and foaming polyol which contains polyether polyol A having a molecular weight of 3,700-7,000, the number of functional groups of 2-4 and a hydroxyl value of 20-50 mgKOH/g, polyether polyol B having a molecular weight per the number of one functional group of 800-1,200, the number of functional groups of 2-3 and a hydroxyl value of 40-70 mgKOH/g so that a weight ratio of the polyol A to the polyol B is polyol A:polyol B=55:45 to 90:10, and MDI-based isocyanate while setting an isocyanate index at 60 to 115 in the presence of a foaming agent and a catalyst.
