PROBLEM TO BE SOLVED: To support setting of an appropriate charge calculation rule.SOLUTION: An electricity charge trial calculation means 52 receives an input of an electricity charge calculation rule which an electric power supplier is newly going to introduce, and calculates an electricity charge for a customer for a case in which the input new electricity charge calculation rule is applied based on electricity use actual result data 60 stored in a storage unit 12. And, an electricity charge increase/decrease rate calculation means 54 calculates a charge increase/decrease rate for each customer before and after applying the electricity charge calculation rule intended to newly introduce based on the calculated electricity charge.
