PROBLEM TO BE SOLVED: To enable reduction of the frequency of resource re-arrangement while suppressing reduction of the number of accommodated virtual networks.SOLUTION: A physical resource allocation device includes a determination unit for performing the following operation. With respect to a virtual network to which a set of virtual nodes, the usage amount of a physical resource of each virtual node, and a traffic amount between respective virtual nodes, a request for allocating a physical resource possessed by a physical network is input, and a set of physical nodes that can accept the usage amount of the physical resource related to the virtual node is selected from the physical nodes for each virtual node. A set of physical paths in which the traffic amount between virtual nodes is allowable are extracted between a physical node associated with one end and a physical node associated with the other end for the respective virtual nodes. With respect to a case where an optimal combination for a desired purpose among respective combinations of respective physical paths is adopted, and a case where re-arrangement is performed for another virtual network being accommodated, allocation conditions of the physical resources are compared, and rearrangement is whether to be performed is determined.SELECTED DRAWING: Figure 3
