PROBLEM TO BE SOLVED: To enable people inside and outside a predetermined region to use vehicles operated by a traffic system that operates the vehicles within the region.;SOLUTION: In a traffic system 1 that operates vehicles within a predetermined region, a vehicle allocation server 10 is connected via a network to a host terminal 20 operated by a host who invites a guest inside and outside the region, and carries out vehicle allocation based on reservation of a vehicle. The vehicle allocation server 10 includes reservation identification information transmitting means 102, reservation content receiving means 103, and vehicle allocation means 104. The reservation identification information transmitting means 102 transmits reservation identification information (post-pay invitation ticket) for identifying the reservation to the host terminal. The reservation content receiving means 103 receives reservation content information, which is associated with the reservation identification information and indicates the content of using the vehicle, including at least reservation time information indicating the reservation time during which the invited guest uses the vehicle.
