The vehicle information means stores vehicle information. The charging facility information means stores charging facility information. The diagram means stores diagram information. The route information means stores route information. The operation planning means prepares an operation plan by designating an electric vehicle to each operation diagram determined by the diagram information. The operation planning means calculates a power consumption amount to be consumed when each electric vehicle operates, calculates a charged power amount to be charged to each electric vehicle at each charging base on the basis of the power consumption amount, and designates each electric vehicle to the operation diagram on the basis of the charged power amount.SELECTED DRAWING: Figure 1
