PROBLEM TO BE SOLVED: To provide a heat demand restraint device, heat demand restraint method and program effective for suppressing demand in the supply and demand of thermal energy.SOLUTION: A heat demand restraint device of an embodiment is utilized in a heat supply network having a plurality of user facilities, and a heat supply plant for supplying heat to the plurality of user facilities. The heat demand restraint device comprises: a heat demand prediction part; and a heat demand suppression amount determination part. The heat demand prediction part predicts the future heat demand amount in the plurality of user facilities based on the actual value of the heat demand amount in the plurality of user facilities. The heat demand suppression amount determination part determines the heat demand suppression amount in the user facilities from the heat demand amount predicted by the heat demand prediction part and calorie supplied from the heat supply plant.SELECTED DRAWING: Figure 2
