PURPOSE: To provide a distribution system which allows for distribution of video content corresponding to a desired language, with less data in a narrow band, and a packet stream generation apparatus.;CONSTITUTION: A packet stream generation apparatus is connected with a memory device for storing a first file including at least one first packet holding information based on a first language, and at least one non-language packet holding non-language information, and a second file including at least one second packet corresponding to the first packet and holding information based on a second language. An information acquisition unit acquires reproduction language information indicating a reproduction language. When the reproduction language information indicates the second language as the reproduction language, a packet constitution unit reads the first and second files from the memory device, acquires a non-language packet from the first file and acquires a second packet from the second file, and constitutes a packet stream based on the non-language packet and second packet.;SELECTED DRAWING: Figure 1;COPYRIGHT: (C)2018,JPO&INPIT
