PROBLEM TO BE SOLVED: To make it possible to determine the propriety of transmission of authentication-related information related to authentication to a terminal, depending on a situation of the terminal.;SOLUTION: In an upper part of Fig. 1, in response to an acquisition request rq from a smart device sd to be a request source terminal, a transmission controller 101 acquires identification information id_apA on an access point with which the smart device sd is connected. In this case, the acquired identification information id_apA agrees with identification information id_apA registered with registration information 111, so the transmission controller 101 determines to comply with the acquisition request rq. On the other hand, in the lower part of Fig. 1, in response to an acquisition request rq from a smart device sd, the transmission controller 101 acquires identification information id_apB on an access point with which the smart device sd is connected.
