PROBLEM TO BE SOLVED: To provide a drain waste water harmful substance reduction device for removing ecological toxicity, and a method therefor.SOLUTION: Provided is a drain waste water harmful substance reduction device comprising a main decomposition part where the drain waste water from an oxidization tank is treated, and the main decomposition part includes: a decomposition tank 2; a main electron generation apparatus 21a; a main electron injection line 22a moving electrons from the main electron generation apparatus 21a; a wave motion generation apparatus 24 where electric fields are applied to the electrons in the decomposition tank 2 to activate them; and a plurality of plates 26 to 30 spaced between the inner wall of the decomposition tank 2 and the main electron injection line 22a. Also provided is a drain waste water harmful substance reduction method comprising: a step where active species including electrons and radicals are generated by plasma; a step where the active species are injected into the decomposition tank 2; a step where an electric field is applied to the active species to make them undulation; a step where the active species are detonated in the decomposition tank 2; and a step where the active species and the drain waste water are exhausted to the oxidation tank.
