PROBLEM TO BE SOLVED: To enable determination of other electronic flyers to be recommended on the basis of carried content to which users pay attention in electronic flyers.SOLUTION: A terminal device transmits, to an electronic flyer distribution server, attention area information indicative of an attention area determined in response to a predetermined operation to a displayed electronic flyer. The electronic flyer distribution server acquires a tag corresponding to the attention area indicated by the received attention area information from tags corresponding to carried content of the electronic flyers, generates attention history information including the acquired tag. The electronic flyer distribution server sets level of importance in accordance with level of users' attention for the tags which the attention history information stores, determines a recommended electronic flyer to be recommended to users from the electronic flyers targeted for distribution on the basis of the set level of importance, and transmits data on the recommended electronic flyer to the terminal device.SELECTED DRAWING: Figure 7
