PROBLEM TO BE SOLVED: To provide a point awarding system, a point awarding device, and a point awarding method that can contribute to mitigation of deviation in congestion situations of facilities.SOLUTION: According to an embodiment, a point awarding system includes a road service operator device for learning the congestion level of a road facility, and a point awarding device. The road service operator device includes a transmission unit. The transmission unit transmits congestion information indicating the congestion level of facilities used by users of vehicles travelling on the road. The point awarding device includes a reception unit and a point processing unit. The reception unit receives the congestion information. The point processing unit adjusts an awarding rate of a point awarded according to the congestion level on the basis of the received congestion information.SELECTED DRAWING: Figure 1
