Provided is a cosmetic facial treatment delivery system having a skin care active ingredient and an iontophoresis microcurrent zone for delivering skin care treatments to multiple targeted areas of the skin to treat different concerns of individual users . The system includes a sheet substrate containing skin care ingredients and a two-phase cream that generates a microcurrent when activated. The first phase contains a reducing agent and the second phase contains an oxidizing agent. When the two layers are combined, the cream is activated to produce a microcurrent. The cream is applied to the skin along with the sheet substrate. The generated microcurrent facilitates the delivery of the skin active ingredient from the sheet by iontophoresis or directly affects the treatment by the delivery of iontophoresis microcurrent to the skin.
