PROBLEM TO BE SOLVED: To easily create a plan which can observe the due date even a production plan exceeds a production capacity of a facility.SOLUTION: Plural steps for producing respective orders, facility capable of processing the respective steps, and processing times are registered as step information, in which a due date of each order serves order information, then, an arrangement preferential order for the respective steps is calculated (S1-3). Then, in the order of the arrangement preferential order, the processing times of the respective steps are allocated from a past to a future of a production plan, on a time axis capable of producing, since start until end of the production plan on the facility capable of processing the respective steps, and the processing times are stored as an allocation result (S4-5). On the other hand, a finish time of the step allocated to the facility is later than a step due date obtained by deducting a sum of processing times since the next step of the step until the final step, from the due date, the step is allocated as an excessive load step, in a state in which the processing time of the step is overlapped to the processing time of other step which is already allocated immediately after finish time of a previous step, and the allocation result is updated (S6-7).
