PROBLEM TO BE SOLVED: To obtain a controller for individual operation detection capable of detecting individual operation of a distributed power supply device, even when the distributed power supply device reaches control limit and the output frequency does not change, and capable of paralleling off the distributed power supply device from a power system.SOLUTION: A controller 13 for individual operation detection includes a frequency measurement unit for measuring the system frequency, a frequency deviation calculation unit for calculating the frequency deviation by using the measured value of the frequency measurement unit, a reactive power calculation unit for calculating a reactive power injected into a power system at a predetermined calculation period, on the basis of the predetermined relation characteristics for injecting reactive power to the power system for the frequency deviation, and the frequency deviation calculated by the frequency deviation calculation unit, and an individual operation determination unit for determining whether or not the distribution power supply is in the individual operation state by using the measured value of the frequency measurement unit. When the current system frequency is less than the lower limit of control limit, or more than the upper limit, the reactive power calculation unit outputs the reactive power outputted before one calculation period.SELECTED DRAWING: Figure 5
