Methods, apparatus, and computer readable media for wireless communication are provided. The apparatus may be a UE. The UE sends a message to the base station. The message includes the status of the UE. The UE receives a DCI message from the base station based on the status. The DCI message includes transmission power control information for D2D communication. The transmission power control information indicates whether or not the UE can transmit with the allowable transmission power. The UE transmits data based on the transmission power control information received in the DCI message.
