An object of the present invention is to provide a drug and a method capable of normalizing abnormal blood vessels. The present inventors administered a gobo cow extract containing arctigenin to a model of abnormal angiogenesis, increased pericyte-coated blood vessels, formed a normal vascular network, improved the blood flow state, reduced the hypoxic region. It was found that arctigenin has an effect of normalizing abnormal blood vessels because it is significantly reduced. The vascular wall reinforcing agent, vascular network formation inhibitor and vascular normalizing agent of the present invention contain archigenin as an active ingredient.
