PROBLEM TO BE SOLVED: To provide a water leakage monitoring system, a water leakage monitoring method, a water leakage monitoring device, and a water leakage monitoring program capable of estimating a place of water leakage with improved accuracy.SOLUTION: A water leakage monitoring system includes a plurality of pressure gauges, a distance difference estimation section, and a water leakage place estimation section. The plurality of pressure gauges are installed at a plurality of places in a water distribution pipe network, and measure a water pressure at each of the plurality of places. The distance difference estimation section estimates distance difference between a place of water leakage and the plurality of pressure gauges on the basis of a change of the water pressure measured by each of the plurality of pressure gauges. The water leakage place estimation section estimates the place of the water leakage in the water distribution pipe network on the basis of the distance difference estimated by the distance difference estimation section.
