PROBLEM TO BE SOLVED: To improve sales.SOLUTION: A voting terminal 1 includes an acquisition part 2, a detecting part 3, a generation part 4, and a ticket issuing part 5. When the voting terminal 1 receives a voting card 10, the acquisition part 2 acquires vote information from the voting card 10. The detecting part 3 detects a vote unit which cannot specify a voting object from the acquired vote information. The generation part 4 generates correction vote information in which the vote unit to be able to specify a voting object is corrected according to a predetermined condition.
