PROBLEM TO BE SOLVED: To rationally estimate a damage state of a building using a low cost system.SOLUTION: There is provided a damage evaluation system 100 including: a vibration meter 101 which measures acceleration information on a building 200; and a server 103 which evaluates damage to the building 200 based on the acceleration information measured using the vibration meter. The server 103 includes: design information storage means 104; element information storage means 105; inverse analysis means 107; story stiffness estimation means 108; maximum experienced deformation angle estimation means 110; and damage evaluation means 111.
