PROBLEM TO BE SOLVED: To provide: a polymer actuator device capable of offering a performance required as an electrode layer while ensuring its film formability; and an electrode for a polymer actuator device.SOLUTION: A polymer actuator device comprises: an electrolytic layer; and an electrode layer provided on each surface of the electrolytic layer. The electrolytic layer has a base polymer, and an ionic liquid. The electrode layer includes a base polymer, a carbon material and an ionic liquid. The carbon material includes carbon nanofiber and nanocarbon material. The base polymer is fibrillated PTFE which entwines itself around the carbon material, thereby holding the carbon material. The weight of the base polymer is 3-8% of the total weight of the carbon material.
