PROBLEM TO BE SOLVED: To provide a simulation device, operation pattern determination support system, and operation pattern determination support method for performing a simulation for decreasing maximum demand power (a maximum demand value).SOLUTION: A simulation device 10 calculates the total demand value of all power users for each predetermined period on the basis of the total electric energy value from a total measurement section 30; calculates a partial demand value of each predetermined unit for each predetermined period on the basis of partial electric energy from n partial measurement sections 20; and calculates a simulated total demand value by using a simulated partial demand value obtained by performing time shift on part of the partial demand value by a predetermined period. An operation pattern determination support system and an operation pattern determination support method use the simulation device.
